TOEX Intelligence Classification Engine (ICE) Tool Launch
We are pleased to announce the launch of the TOEX Intelligence Classification Engine (ICE) — the programme’s first tool powered by an in-house, transparent, and explainable natural language processing model - designed to enhance the protection of vulnerable children by automating the classification of text content and helping to identify potential instances of child sexual exploitation (CSE).
At its core, ICE provides an additional layer of safety and accuracy in the intelligence review process. While intelligence reports continue to be reviewed and flagged manually, ICE acts as a secondary safeguard. If a potential case of child sexual abuse or exploitation (CSAE) is missed in the first review, ICE will prompt the user to re-evaluate the report and apply a CSAE flag where appropriate.
This dual-review approach helps ensure critical intelligence is not overlooked, reinforcing the programme’s commitment to safeguarding children and supporting frontline teams.
ICE is now live in the Capabilities Environment, albeit released to a subset of users due to its niche use case requirement. The intent is for designated force intelligence resources to use ICE for a quick and simple retrospective 24-hour review of crime/intelligence reports, providing a safety net to the force assessment of CSAE threat.
The TOEX Capabilities Environment now has more than 2,000 active users and has seen the applications deployed within it accessed over 18,000 times. This equates to more than £29 million in savings opportunities and more than 23,000 hours of officer time recouped.
The Capabilities Environment remains a fully funded and secure service to police forces.
