Vision and Mission

The TOEX vision is to deliver an enhanced response to the exploitation of the vulnerable, supporting force and regional investigations, innovating technical solutions that release efficiencies to the frontline, and contributing to the NCA National Strategic Assessment.

The TOEX response supports UK law enforcement and the intelligence community by providing an enhanced intelligence picture of organised exploitation, enabled via dedicated trained resources and technical innovation.

This informs the mission, including activity, tasking, investigations, and prosecutions in order to:

• Prepare for and mitigate the impact of organised exploitation;
• Protect vulnerable people and the wider community from harm and ongoing organised exploitation;
• Prevent individuals from offending and reduce recidivism within organised exploitation; and
• Pursue and disrupt those who would exploit the vulnerable.
